Third National Conference on Anticorruption policies in Montenegro held

On 9th of December 2014, Centre for Monitoring and Research held the Third National Conference „Assessment of the effect of the anticorruption policies in Montenegro and proposals for improvement – Report for 2013/2014“. The topic of the conference was presentation of the Annual Report on Implementation of Anticorruption Policies in Montenegro 2013/2014, a study developed with support of the Think Tank Fund Open Society Foundation, from Budapest.

The opening words were given by Mr. Clemens Potocki, Head of Finance, Contract and Audit Department at the EU Delegation to Montenegro, as well as Mr. Zlatko Vujovic, President of the Governing Board at Centre for Monitoring and Research. The panelists at the first panel Annual „Overview of the results of anticorruption policies in Montenegro“ were Ms. Ana Selic, Head of Department for Public Policy Research at Centre for Monitoring and Research, Mr. Stevo Muk, President of the Governing Board at Institute Alternative, as well as Ms. Maja Karas Boskovic, representative of the Commission for Prevention of Conflicts of Interests. During this panel, results of the Report were presented through three major parts it comprises: political corruption, economic corruption and mechanisms for prevention, integrity and transparency. In addition, the representative of the Commission for Prevention of Conflicts of Interests spoke about deficiencies of current regulations of these issues, as well as those that are to be adopted through Law on Prevention of Conflicts of Interests. She also reflected upon problems this institution encounters on an every-day basis in its performance.

On the second panel “Reform of the anticorruption institutions in Montenegro and implementation of the recommendations from the EU Progress Report for Montenegro in fight against corruption“, the participating panelist were representatives of the civil society in Montenegro: Ms. Daliborka Uljarevic, Executive Director of the Centre for Civic Education, Ms. Ana Novakovic, Executive Director of the Centre for Development of Non-Governmental Organizations, and Mr. Zlatko Vujovic, President of the Governing Board at Centre for Monitoring and Research. The panelists agreed that Law on Prevention of Corruption does not contain enough institutional guarantees for securing integrity of the Council of Agency for Prevention of Corruption and autonomy of Head of this institution from the government impact.
