This paper seeks to assess the prevailing challenges and investigate opportunities for improving the efficiency and effectiveness of human resource management within Montenegro's judicial system. Our analysis considers the broader context of Montenegro's EU accession process and its commitment to align with international standards in judicial efficiency. The 2022 EU Annual Report underscores the importance of prioritizing the reform of Montenegro's judicial system, with a particular focus on enhancing human resources and managing judicial infrastructure to attain greater overall efficiency.
