The Centre for Monitoring and Research (CeMI) will carry out activities to monitor selected criminal proceedings in all basic and higher courts in Montenegro. The cooperation with the Supreme Court of Montenegro has been continued in the form of monitoring, analysis, and improvement of the judicial system to increase transparency, accountability, and efficiency of the judiciary, as well as to promote the rule of law and the protection of human rights.

These reasons are the purpose of the Memorandum of Cooperation, which was signed by the Acting President of the Supreme Court, Vesna Vuckovic, and the President of the Governing Board of CeMI, Zlatko Vujovic.

The cooperation includes monitoring trials and other judicial processes to analyze the respect for the rights of participants in the proceedings, exchanging information and experiences in areas of interest for the improvement of the judicial system, organizing joint training sessions, conferences, and numerous other events that contribute to education and the promotion of good practices in the judiciary.

Court presidents will be encouraged to provide CeMI monitors with unobstructed access to public trials, in accordance with spatial capabilities, to facilitate the implementation of CeMI's trial monitoring activities.

CeMI will also have the support of the Supreme Court in carrying out activities related to accessing the files of finally concluded cases upon prior request and approval of the competent court, except for those whose availability is restricted by regulations. CeMI will also carry out activities to monitor selected criminal proceedings in all basic and higher courts in Montenegro, with the possibility of monitoring proceedings in misdemeanor courts and the Administrative Court, including the application of institutes such as plea agreements and deferred prosecution, with full respect for the judicial system and laws of Montenegro.
