According to data of the Center for Monitoring and Research (CeMI), 32.8% voters used their electoral right until 13 PM, as reported from this

organization.

CeMI’s PR coordinator Teodora Gilic, announced that 34.2% of voters from Podgorica used their electoral right until 13 PM, 38.4% from the central region not including Podgorica, 26.7% from the South, and 33.4% from the North.

According to pieces of information given during the electoral process a certain number of irregularities has been spotted.

“At the polling station no. 38A in Podgorica a voter put the ballot with a control coupon still attached to it in the ballot box, while the member of the polling board responsible for the separation of the control coupon was absent from the polling station. At the polling station 59A, also in Podgorica, a person entered with a voter into the polling booth, without being an assistant and this is the case of voting secrecy violated.” Gilic said.

“At the polling station 71A in Podgorica husband and wife voted in polling booths next to each other. They discussed out loud about who they will vote for. The ballot papers were not declared invalid.”

“At the polling station 22 in Rožaje just before putting the ballot into the ballot box a voter said who he voted for out loud, which is a violation of the voting secrecy. At the polling station 11 in Bar polling board is working in an incomplete composition. Four members are present instead of five.” Gilic added.

Ms Gilic said that at the polling station in Berane a polling board member used a mobile phone at the polling station, which is a violation of the electoral procedure. In Mojkovac, at the polling station no 5 A voter violated secrecy of the voting in a way that, after finishing his voting, he photographed the ballot paper. The ballot was not declared invalid.

She added that all noted irregularities, turn out percentages, as well as all other pieces of information related to presidential elections, can be found on the web site www.izbori2018.me and invited all citizens to report irregularities to CeMI’s legal team by calling the number 077 600 061”

She reminded the public that in the parliamentary elections in 2016, voting turn out until 13 PM amounted to 39.9%, and in the 2012 parliamentary elections, 33.3%.

“When we compare voters turn outs from previous elections by regions, the percentages are as follows: in the central region not including Podgorica, the turnout in the parliamentary elections in 2016 was 45.4%, which is 7 percent more than today’s turn out. In the parliamentary elections in 2012 voters’

turn out amounted to 36.9%, “which is 1.5% lesser than today” she added.

“In the 2016 elections, 40.2% of voters from Podgorica used their voting right, whilst in 2012 that percentage was 34.6;

34.6% of voters from the south voted in 2016, which is even 7.9% more than today, while in 2012 the turnout was 28.9%; In the northern region 2016 turnout was 41%, while in the 2012 parliamentary elections this percentage amounted to 33.7 ” Gilic said.

Gilic concluded with reminding the public that CEMI’s monitoring mission has 1340 observers distributed in 90% of polling stations.

“During the Election Day CeMI will have regular press conferences by which we will inform citizens on voters’ turn out, irregularities, voting trends as well as results’ estimations after polling stations’ closure. In addition, pieces of information will be available and regularly updated on the web site www.izbori2018.me as well as CeMI’s official Facebook and Twitter pages.”

Data on the voters’ turn out until 17 PM will be announced at the press conference scheduled for 17:15 PM.
