This policy study aims to dissect the phenomenon of Abuse of State Resources (ASR) within Montenegro's political sphere, with a focus on the 2023 Presidential elections. In this study we delve into a micro-level analysis of the 2023 Presidential election campaign. We analysed the political context and the various forms of ASR that we observed during the election campaign, from misuse of the budget to social welfare payments and employment. The study serves as both an empirical investigation and a damning indictment of the perpetuation of ASR in Montenegro's electoral processes.
