Analysis - Corruption in Montenegro’s Healthcare System

Through this research, we examined the attitudes of the most marginalized and stigmatized groups in our society – LGBTIQ+ individuals, youth, and people who use drugs. The analysis is part of the project “Contributing to the Reduction of Corruption in Montenegro’s Healthcare System”, implemented by the Center for Monitoring and Research CeMI, in partnership with NGOs Juventas, Queer Montenegro, and the Network for Youth Activism of Montenegro (MOACG), within the framework of the National Democratic Institute (NDI) project “Supporting Civil Society in the Fight Against Corruption in the Western Balkans 2021–2023.”

The content of this analysis represents an authentic presentation of the experiences of the three target groups - LGBTIQ+ individuals, people who use drugs, and youth - who have encountered corruption and discrimination in healthcare, as well as those of their friends, partners, and family members, whose interpretation and assessment are the sole responsibility of the authors.
