FINANCING OF POLITICAL PARTIES IN MONTENEGRO - REPORT 2005 YEAR

Center for monitoring, for a number of years, with support from the Foundation Open Society Institute - Representative Office of Montenegro, implements the project "Monitoring of financing political parties”. The goal of the publication is to present the perspective of financing of political parties in Montenegro. It consists of seven parts.
In the first part it presents introductory remarks and conceptual-theoretical framework of research related to the CEMI's current and future project activities being undertaken in order to reduce the level of corruption in the funding of political parties.
The second part is consisted of an analysis of the legal framework related to the financing of political parties, while the third part refers to the regular financing of political parties, public and private funding resources, control and record of the financial operations of political parties and sanctions applied to political parties for violating rules concerning their funding.
The fourth part of the publication provides an overview of CEMI’s results of monitoring the election campaign.
The fifth part refers to the review of legislation governing the funding of political parties in Montenegro, while the sixth part, the Annex, presents statistical overview of campaign of financing political parties that have participated in local elections in Montenegro in 2005-06., and regular review of funding of political parties in Montenegro.
Profile of the organization is presented in the last, seventh part of this publication.
