Within the project „Fight against Corruption in the Healthcare System in Montenegro”, funded by the Embassy of Federal Republic of Germany in Montenegro, the Centre for Monitoring and Research CeMI has organized the National Conference “Fight against Corruption in Healthcare System – Potential Risks and Measures for its Suppression”, on Monday, October 28th at 11:00 am. The National Conference took place at the PR Center, Josipa Broza 23A in Podgorica.
The Conference was be opened by speeches of H.E. Pius Ficher, Ambassador of the FR Germany in Montenegro, Mr. Miodrag Radunović, Minister of Healthcare, Mrs. Mina Brajovic, director of WHO for Montenegro and Mr. Zlatko Vujovic, President of the Governing Board of CeMI. Representatives of all relevant institutions for fight against corruption in the healthcare have also exposed at this conference.
Policy study „Corruption Risk Assessment in the Healthcare System of Montenegro“ was be presented at the National Conference. This document represents a result of extensive research in the area of healthcare sector, and it contains identification of risk areas for corruption in this field (protection of patients’ rights, public procurement, registration and distribution of medicines), assessment of control mechanisms and anti-corruption policies implemented in those areas, as well as proposal of measures for improvement of the current situation.
In the framework of the conference discussions were led on existing problems in healthcare sector. Special emphasis was placed on lack of financial and human capacities necessary to satisfy needs of citizens. The need for intensification of use of mechanisms for monitoring end evaluation of quality of provided services was underlined, as well as the need for strengthening of the legal framework with the aim to improve effects of conducted anticorruption measures.
