Parliament stands as a cornerstone in the effective battle against corruption, wielding influence not only through its legislative function but also by overseeing the enforcement of laws it enacts. For without proper implementation, laws remain mere words on paper. Despite institutional mechanisms affording the Montenegrin Parliament the ability to monitor enacted legislation, this oversight falls short, particularly in the realm of anti-corruption efforts. The Parliament of Montenegro assumes a pivotal role in the execution of the Innovative Action Plan for the fight against corruption (2008-2010). Notably, its legislative endeavors in recent years have been marked by vigorous activity, particularly in crafting laws addressing corruption and illicit practices.
