According to the findings of the public opinion survey Montenegrin Corruption Statoscope, citizens' perception of the level of corruption in Montenegro remains overwhelmingly negative. Nearly half of respondents (46.7%) believe that the level of corruption has not changed over the past four years, while one-third (32.5%) think it has mostly or significantly increased.
The sectors most frequently cited as having high levels of corruption are Healthcare – 44.5% and Police – 43.6%.
Alarmingly, one in four respondents who had contact with inspection services or the healthcare system, as well as one in five citizens overall, reported that they were either expected or directly asked to provide money, a favor, or a gift.
In addition, over the past 12 months 10.4% of citizens made an additional, unofficial payment for a public service, while another 12% reported that someone from their household did the same
