CeMI conducted a quantitative survey in the period of May – June 2025 using a methodology developed in 2016, which allows for detailed and precise mapping of decision-makers’ attitudes regarding the rights of LGBTI persons.
The aim of the research is to provide a detailed mapping of decision-makers’ attitudes toward LGBTI rights, including issues related to same-sex partnerships, adoption, the right to publicly express one’s sexuality, general acceptance, as well as protection from discrimination and violence.
The project’s research team sent this questionnaire to as many addresses as possible, attempting to collect data from all individuals who were listed on any of the confirmed electoral lists in the previous parliamentary elections held in 2023. This is the second consecutive study on this topic, following a similar survey conducted by CeMI in 2016, which allows for comparison with the previous analysis.
The research was conducted within the framework of the project “Voice for Diversity and Equality: Political Integration of the LGBTI Community in Montenegro,” implemented in partnership with the Montenegrin LGBTI association Queer Montenegro, with financial support from the Ministry of Human and Minority Rights.
