The Centre for Monitoring and Research – CeMI began with the implementation of the project "Monitoring of Administrative Procedures in the Field of Spatial planning and Construction" in the mid-2013 with the support of the Royal Norwegian Embassy. The aim of the project was to contribute to improving transparency, accountability, efficiency and to reduce the scope of corruption in the implementation of administrative procedures in the field of spatial planning and construction in Montenegro. The project, in the methodological and organizational sense, was implemented through the already established methods which CeMI developed within the seven-year implementation of the project "Trials Monitoring" in cooperation with the OSCE Mission in Montenegro.
