This analysis examines the key problems in the implementation of the right to free access to information in Montenegro. Although the legislative framework exists, practice often shows the closure of state bodies and abuses by users. The goal of the analysis is to identify challenges and propose solutions to improve the system, in order to ensure greater transparency and accountability.
This study was created in the framework of the project "PROSPECTA - Promotion of Openness and Creation of Access for Efficient and Transparent Administration", which is carried out by the NGO Centre for Monitoring and Research (CeMI) in cooperation with the Ministry of Public Administration of Montenegro with the aim of promoting openness and creation of access for efficient administration. and transparent administration, as well as contributing to the improvement of public administration work and consistent application of the Law on Free Access to Information.
