Gilic said that based on 29 percent of polling stations in the municipality of Golubovci, 54.1 percent of the votes were won by Milo Djukanovic’s “For the Benefit of Golubovci Citizens”.

The head of the observation mission, Nikoleta Djukanovic, said that much less irregularities were received in this election cycle compared to the presidential elections, but also to earlier elections, she said.

Djukanovic said that most of the irregularities were related to violation of secrecy of voting.

“One person was allowed to vote outside the polling station, and even a case was reported when two people voted simultaneously in one voting booth. It is because of this case that when two people voted in one booth that violated the secrecy of voting, our observer was removed from the polling station. The electoral committee, with a kind of verbal conflict, asked the observer to leave the polling station” Djukanovic said.

She said that some voters were not on the electoral roll, which is why they did not exercise their right to vote.

“We would point out the irregularity of the electoral roll, since there were noticeable cases where several voters were not on the electoral roll, but the electronic identification device recognizes it or has verified the list on the website biraci.me or in some other way found its name but is still not found on the roll, so they are prevented from voting.” Djukanovic said.

She noted that there were noticeable instances of propaganda material being present within a hundred meters of the polling station, as well as inadequate training of polling station members.

Djukanovic said that CeMI received several complaints about keeping records of outgoing voters, while voting was suspended at two polling stations because, as she said, there was a verbal conflict between members of polling station committees.

“There are several cases of the loud pronouncing of voters’ names, as well as the replacement of a member of the polling station by a person who is not a member of the polling station. The use of the telephone at polling stations was also noticeable” Djukanovic said.

CeMI Board President Zlatko Vujovic explained that the possibility of a sampling error is greater in local elections than in parliamentary ones.

“When we talk about Podgorica, it can be plus or minus two percent in full realization of the sample. In the case of other municipalities, it moves plus, minus three percent. During the evening, we will collect data from all polling stations and reduce the possibility of error to below one percent.
