Judicial, Prosecutorial, and Police Resources in Fight against Organised Crime in Montenegro

This study analyzes the capacities of key institutions in Montenegro in the fight against organized crime, with a particular focus on the police, prosecution service, and judiciary. Recognizing that organized crime and high-level corruption pose significant challenges to the rule of law and public security, the study examines the institutional, operational, and human resource capacities of the relevant authorities, as well as their ability to respond more effectively to these threats.

Drawing on national and international reports, strategic documents, and relevant data, the study assesses the main challenges facing the Special Police Department, the Special State Prosecutor’s Office, and the Special Department of the High Court in Podgorica. Particular attention is given to the recommendations of the European Union and international organizations regarding capacity building, institutional coordination, and the improvement of practices in this area.

The study also provides concrete recommendations for strengthening Montenegro’s response to organized crime and high-level corruption, with the aim of improving institutional effectiveness and aligning practices with European standards. It was developed within the framework of the project ,,Open Trials Project: Monitoring

of Organised Crime and High-level Corruption Trials in Montenegro,” supported by the Embassy of the Kingdom of the Netherlands, and is intended for decision -makers, state institutions, as well as international partners supporting reform processes in the fields of security and judicial reform.
