The legal framework allows that some presidential candidates did not manage to achieve even a comparable number of votes to the number of submitted signatures of citizen support. Nevertheless, they received a guaranteed 25,000 euros from the budget for campaign financing.

Although all presidential candidates duly submitted signatures of support from at least 1.5% of registered voters in the presidential elections (about 8,100 signatures), some did not manage to achieve even a comparable number of votes, said Ognjen Mitrovic, Director of the Legal Department of the Center for Monitoring and Research.

- From election to election, we talk about presidential elections. We have examples where candidates who do not have a great chance of achieving a significant result receive these funds, and the problem is that there are no mechanisms in Montenegrin legislation to prevent such occurrences, Ognjen Mitrovic told TVCG.
