Centre for Monitoring and Research – CeMI announced preliminary results of the local elections at Nikišić, Budva and Kotor

Kotor –  Based on 100% of processed sample, the results of local elections in Kotor are:

  1. Evropski Kotor DPS – 32.5%, 11 mandates
  2. SDP Kotor – Andrija Lompar – 12.2%; 4 mandates
  3. Serbian National Alliance – Dr.Ranko Kadić – 2.9 %; 1 mandate
  4. Positive Montenegro – Darko Pajović – 9%; 3 mandates
  5. Democratic Front – Miodrag Lekić – 17,9%; 6 mandates
  6. Croatian Civic Initiative (HGI) – 3.5%; 1 mandate
  7. Socialist People’s Party of Montenegro (SNP) – 12.4%; 4 mandates
  8. Liberal Party Andrija Puro Popović – For Us Kotorans – 6.9%; 2 mandates
Nikšić –  Based on 59.4% of treated sample results of local elections in Nikšić are:

  1. Radnički pokret Nikšić Živko Žiža Bulajić – 1.2%, 0 mandate
  2. Srpska sloga za Niksic – 2.3 %; 1 mandate
  3. Evropski Nikšić - 42,9%, 19 mandates
  4. Positive Montenegro – 11.9%; 5 mandates
  5. Democratic Front Miodrag Lekić – 28.4%, 12 mandates
  6. Serbian National Alliance – Dr. Ranko Kadić – 1.1%, 0 mandate
  7. Together – 1%, 0 mandate
  8. SNP Dr. Dragutin Bata Raičević – 9.1%, 4 mandates

 

Budva – Based on 68% of processed sample, results of the local elections in Budva are:

  1. Koalicija Evropska Budva – 51.5%, 18 mandates
  2. Democratic Front Miodrag Lekić 24.6%, 9 mandates
  3. Electoral list SNP – Veselin Marković “Word and Act” – 10.7%, 3 mandates
  4. Electoral list Positive Montenegro – 10.8%, 3 mandate

The Centre for Monitoring and Research – CeMI announced preliminary results based on treated, stratified and representative sample according to 94.4% of processed polling places

Based to processed, stratified and representative sample according to 94.4% of processed polling places out of 450 places covered by sample, schedule of mandates to electoral lists around 10:00 PM is:

  1. Albanian Youth Alliance – 0 mandate
  2. Serbian Unity – 0 mandate
  3. Croatian Civic Initiative (CCI) – 1 mandate
  4. Positive Montenegro – Darko Pajović – 7 mandates
  5. Socialist People’s Party of Montenegro (SNP) –“Word and Act” – 9 mandates
  6. Democratic Union of Albanians – 0 mandate

The Centre for Monitoring and Research – CeMI announced that 55.9 % of voters voted by 5:00 PM

55.9 % of voters used their right to vote by 05:00 PM, said Nikoleta Tomovic, Executive Director of CeMI, at the press conference at 6:00 PM.

The lowest turnout remains in coastal areas, where 49.9 % of voters voted by 5.00 PM, which is similar to the previous elections when it was 48.8 %.

The highest turnout was recorded in the central region, where the turnout was 59.6 % by 5:00 pm which is significantly more than at the previous elections, when the turnout was 53 % as well as in Podgorica where 59.2 % of registered voters used their voting right, which is also higher compared to previous elections when the turnout was 52.1 %.

The North region recorded a turnout of 55.6 %, which is similar to the turnout that was recorded in 2009 when it was 53.7 %.

 

The Centre for Monitoring and Research -  CeMI announced that 33.3 % of voters voted by 1:00 PM

33.3 % of voters used their voting right by 1:00 PM, said Nikoleta Tomovic, executive director of CeMI, at the press conference at 2:00 PM.

The lowest turnout was still in the coastal area, wherein the turnout was 28.9 % by 1:00 PM which is similar to previous elections when it was 26.9 %.

The highest turnout was recorded in the central region, where the turnout was 36.9 % by 1:00 PM, which is significantly more than at previous elections when the turnout was 31.2 %.

Tomovic said that 34.6 % of registered voters used their right to vote by 11:00 AM in Podgorica, which is more than at the previous elections when the turnout was 30.7%.

Northern region recorded a turnout of 33.7 %, which is similar to the turnout that was recorded in 2009, when it was 33.4 %.

 

Vlado Dedović, director of the legal department of the Centre for Monitoring and Research - CeMI announced maladministration and irregularities which were recorded by 13:00 PM

According to him, there were more maladministration and irregularities between 10:00 AM and 12:00 PM.

In Bijelo Polje, 12 persons serving criminal offences started a hunger strike because they were not allowed to accomplish their voting rights. Also, at the polling station no.30 in Kolasin, there was a physical conflict between the president of electoral committee and an unknown person, immediately at the polling station. In Berane, at the polling station no. 52, the principle of secrecy in voting was violated in a way that voters publicly said who they voted for while voting committees did not declare ballots invalid.

When it comes to coastal region, at the polling stations no. 11 and 12 in the municipality of Kotor, there were persons interviewing voters immediately after leaving polling stations while in Herceg Novi at a polling station, person voted without previously proving the identity by direct access to personal documents. At polling stations 8A and 9B in Podgorica, there was recorded that electoral committees approved voting although it was determined the existence of invisible ink on the voters’ fingers while at the polling station 4B person who was mistakenly applied invisible ink at the polling station 4A could not accomplish his/her voting right at his/her own polling station. At the polling station 06B, also in Podgorica, 3 persons used their voting right twice. This fact was recorded in minutes of electoral committee.

 

The Centre for Monitoring and Research -  CeMI announced that 18.2 % of voters voted by 11:00 PM

18.2 % of voters used their voting right by 11:00 AM, said Nikoleta Tomovic, the executive director of CeMI, at the press conference at 12:00 AM.

The lowest turnout was recorded in the coastal area, where the turnout was 15.5% by 11:00 AM, which is similar to previous elections when it was 15.9%.

The highest turnout was recorded in the central region, where the turnout was 20.5 % by 11:00 PM, which is similar to previous elections when the turnout was 18.1 %.

Tomovic said that 19.3% of registered voters used their right to vote by 11:00 AM in Podgorica, which is more than it was at the previous elections when the turnout was 18.4 %.

Northern region recorded a turnout of 18.1 %, which is lower than the turnout which was recorded in 2009, when it was 19.6%.

Electoral process at polling stations that were not open from 7 AM continued.

At polling station no. 61 in Bijelo Polje voting was temporarily suspended based on the decision of electoral committee members because activists of one of the electoral lists gathered close to the polling station.

CeMI’s observers noticed maladministration at the polling station no. 9 in Budva where the promotional material was thrown close to the entrance to the polling station.

As an example of serious violation of secrecy in voting, there was a situation at the polling station no. 25 in Kolasin where the principle of secrecy in voting was violated in a way that voter and the president of the electoral committee came together in the polling place.

CeMI’s observers were not allowed to be present at polling places in several polling stations but through a successful communication between CeMi and Municipal Electoral Commissions this problem was solved.

5.6 % of voters used their right to vote by 9:00 AM, said Nikoleta Tomovic, the executive director of CeMI, at the press conference at 10:00 AM.

The lowest turnout was recorded in the coastal areas where the turnout was 4.5 % by 9:00 AM, which is similar to previous elections when it was 4.6 %.

The highest turnout was recorded in Podgorica, where the turnout was 6.2 % by 9:00 AM, which is similar to the previous elections when the turnout was 6.4 %.

Tomovic said that 6.4 % of registered voters used their voting right by 9:00 AM in the central region which is more than it was at the previous elections when the turnout was 5.4 %.

Two polling stations were not open at 7:00 AM in the accordance with the article 70 of the Law on Election of Councilors and Members of Parliament, one in Ulcinj and the other in Pljevlja.

According to Dedovic, more irregularities were recorded in Podgorica where we have the case of serious violation of secrecy in voting at the polling station 117 when the person publicly said who he/she will vote for. After that, one of the authorized representatives of the political party at that polling station tore up ballot which was then put in the ballot box. In this way, the procedure of declaring the ballot invalid was drastically violated. Due to great procedural omissions, CeMI considers that voting should be annulled and repeated at this polling station. Also, Dedovic states that CeMI’s observers were not allowed to be present at polling places in several polling stations but through successful communication between CeMi and Municipal Electoral Commissions this problem was solved. CeMI will give further information of the turnout and process of electoral procedure at 12:00 PM while the first preliminary results they will announce around 9:00 PM.
