The term "election administration" refers to state bodies entrusted with leading elections, referendums, or other processes through which citizens participate directly or indirectly in decision-making at all levels of the state. In Montenegro's electoral system, election administration bodies hold significant importance. Among them, the State Election Commission stands out as the most crucial. The extensive range of responsibilities bestowed upon this body by the Law on the Election of Councillors and MPs underscores its importance and authority during electoral processes.

However, since the advent of the multi-party system until today, numerous challenges have arisen in the functioning of the State Election Commission of Montenegro, leading to frequent public discussions about its work. Therefore, this study aims to provide expert analysis of the issues faced by the State Election Commission of Montenegro thus far. Through concrete suggestions, the aim is to contribute to the development of a model and standards that will enhance the structure, organization, and overall functionality of the State Election Commission—the most pivotal body in Montenegro's hierarchy of election administration bodies.
