Mapping study: Implementing of open government partnershio in Montenegro

This study discusses Montenegro's participation in the Open Government Partnership (OGP) initiative and its efforts to promote transparency and citizen participation. Prime Minister Luksic emphasized the government's commitment to openness and proactive disclosure of information to build citizens' trust and confidence in state institutions. However, the first Action Plan drafted by the Council for Regulatory Reform and improvement of the business environment lacked defined deadlines and success indicators, hindering its effectiveness. The study highlights shortcomings such as the absence of an effective monitoring mechanism and insufficient political will within the government. Despite involvement from civil society organizations, key recommendations for improving reporting and monitoring systems were disregarded. As a result, Montenegro's compliance with international commitments remains largely formal, with limited progress in implementing concrete measures for reform.
