Representatives of CeMI have participated at a joint session of the Committee for Health, Labor and Welfare and the Committee for Economy, Finance and Budget of the Parliament of Montenegro, held on October 25, 2013. Control hearing of Miodrag Radunovic, Minister of Health of the Government of Montenegro and Mersad Mujevic, Director of the Public Procurement Office, on the subject: “Public procurement in the health sector” was held at the session. Among participants were present mr Kenan Hrapović , Director of the Health Insurance Fund , mr Milan Mijović , Director of the Clinical Center of Montenegro and mr Budimir Stanisic , Head of the Public Health Pharmacy of Montenegro “Montefarm”.
Representatives of CeMI have distributed the Brief “The Risks of Corruption in Public Procurement in Health Sector – Suggestions for its Suppression” to members of parliamentary committees, as well as to media. The brief was developed within the project “Fight against Corruption in the Healthcare System in Montenegro”, supported by the Embassy of Federal Republic of Germany in Podgorica.
Following the invitation from the Presidents of the parliamentary committees, representatives of CeMI have presented key findings contained in the Brief and explained that this document is only part of a detailed study and research on corruption risks in the health care system of Montenegro. Having in minds that this session is dedicated to the control hearing of relevant stakeholders in the area of public procurement in the health sector, and that the Brief indicates, among other things, to a certain incompatibility of some legal provisions in the fields of healthcare and public procurement, representatives of CeMI have also emphasized that this is a unique opportunity for CeMI to present its key findings and recommendations on this subject to the highest legislative body.
Presidents and members of the parliamentary committee have commended the document which was presented by CeMI, and findings contained in the Brief were used in the further course of the session.
