Centre for Monitoring and Research (CeMI) organized the final meeting of the Civic Council for Free and Fair Elections on March 31, 2025.

The Civic Council is an initiative aimed at improving the electoral process in Montenegro, with a special focus on ensuring transparency, upholding democratic standards, and protecting voters' rights.

During its work, the Council analyzed the existing electoral legislative framework and identified key areas in need of reform. Throughout previous meetings, members collaboratively developed recommendations for improving the following thematic areas: the electoral system, election administration, voter registration, the role of media in the electoral process, and the electoral process at the local level.

At the final meeting, members of the Civic Council reviewed the previously discussed thematic areas and the platform containing analyses and recommendations for each. The Council decided to jointly create a document that will encompass viewpoints, a comprehensive analysis, and concrete recommendations aimed at improving electoral legislation.

Additionally, due to the successful and constructive cooperation, all members expressed their desire for the continued functioning of the Civic Council in the future.

The Civic Council was established within the project "For Free and Fair Elections – Montenegro 2023/2024," financially supported by the British Embassy in Podgorica.
