For a healthier health care system!
The Centre for Monitoring and Research (CeMI) in cooperation with the NGO Bonum is implementing a project called "For a Healthier Health Care System!".
The general goal of this project is to contribute to a higher level of equality in the exercise of the right to health care in Montenegro, which will be achieved through the following activities: conducting research on public policies and legal and other acts in the field of health care; analysis of procedures for appointments / promotions and employment in the health sector, especially in relation to conflicts of interest, party / national / religious affiliation and abuse; conducting an analysis of the work of management and protectors in health care institutions; public opinion polls on the level of citizens' trust in the health care system of Montenegro and other related issues in the field of patients' rights and health care; conducting qualitative research on the level of protection of patients' rights, corruption and other health problems; preparation of a study of public policies in the field of health, with recommendations for improving policies and procedures in the field of patients' rights, anti-corruption; conducting a public advocacy campaign for the adoption of proposed health policies and procedures; conducting a campaign to increase citizens' knowledge of their rights as patients, through the media and social networks; conducting a campaign to motivate Montenegrin citizens to report cases of possible corruption in health care and possible violations of patients' rights through the application or to the competent authorities directly; by submitting reports of possible cases of corruption and other abuses in health care system to the competent authorities, based on reports of citizens.
The target groups of this project are current and future patients of Montenegro, especially those who belong to the most vulnerable groups, often exposed to discrimination, such as: beneficiaries of social security rights in accordance with the law governing social and child protection, children without parental care, persons with disabilities, victims of domestic violence and human trafficking, material disadvantaged persons, LGBT population, RAE population, HIV positive persons, drug users, family members of these groups and many other citizens. Although all health institutions in Montenegro and health workers are still one of the most important target groups of the project, this list should include state and local authorities (ministries, Government, Assembly, municipalities...), CSO and international organizations. Also, the project will influence the media and the general population of Montenegro with some of its activities.
The project "For a Healthier Health Care System!", implemented by the Centre for Monitoring and Research (CeMI) is supported through the program "CSOs in Montenegro - from basic services to policy shapers - M'BASE" implemented by the Centre for Civic Education (CCE), Friedrich Ebert Stiftung (FES), NGO Center for the Protection and Research of Birds (CZIP) and NGO Politikon Network (PIN) from Montenegro. The project is financed by the European Union and co-financed by the Ministry of Public Administration, Digital Society and Media.
